Since DH can't be bothered to tell you anything meaningful....

It means that they cannot log in and post as that person or access their PM's. But technically....they are still a member. Which means you can be banned if you post any RL info, no matter what kind of shithead, thug, gangster asshole they might be (not accusing anyone of anything here!).

They can have their account reactivated if they contact a Mod. But for all practical purposes, it is just as though they are not a member until they do that. Just don't say anything about them being recently arrested or having a criminal record (again, not accusing anyone - just listing further examples of what you should not post about someone who is still a "member").
