Yes. In fact the traditional older neighborhoods consist of "walls" along the streets with the "garden area" in the center of the structure and usually windowless to the street. Usually one door to enter the garden interior, and a garage door, if there is one entering from the street.
They often use high walls to separate properties from their neighbors.
