This reminds me of product marketing that reads "50% More". Question: 50% more than what? Most travelers entering the US are very poorly screened. So refugees getting more screening does not mean "adequate" screening.

As I said, they get fingerprinted (biometric) and asked a few questions (biographic) screening. It may come as a shock to you, but when we ask terrorists if they are terrorists, they say they arent. Unless the FBI has their fingerprints on file, we don't really know who these people are.
Through close coordination with the federal law enforcement and intelligence communities, these checks are continually reviewed and enhanced to address specific populations that may pose particular threats.
Unless a government agency already has a file on them, we really dont know anything. The State Dept might check see if they "liked" terrorist organizations on Facebook.
USCIS conducts interviews with applicants to determine their eligibility for refugee status
We ask them questions and hope they tell us the truth. It's kind of like customs when you're returning from an overseas vacation asking if you are bringing back drugs. Everyone says no, but some people are smuggling anyway.
Our current program is nothing more than window dressing.
