It doesn't say illicit drug mention and illicit drug use. It says drug use. Alcohol is a drug.
It has a negative impact on millions of people's lives
So if you won't enforce your own rules, change them.

Do you seriously believe that the site rule announcement you posted was intended to prohibit the mention of alcohol use? No sentient individual with a normally-developed level of comprehension capabilities could possibly have come to that conclusion.
Consider the snippet germane to the discussion:

Although arguably the entire statement was crafted in rather inartful fashion, two things should have been clear to you, as they apparently were to everyone else.
First, the site owner has deemed that you shall not be permitted to talk about illicit substances in any form or fashion. Second, you shall not be permitted to accuse any other individual(s) of
illicit drug use. (What the phrase drug
use "mentions" refers to in this case should be abundantly clear.) Got it now? This shouldn't be difficult to grasp, even for the world's C students.
And if your intention was to lobby the site owners for a rule change or clarification, it might have been wise to refrain from calling one of the most influential admins a "spineless hypocrite."
But that wasn't your intention, was it?
