Neither had to do so. Its simply optics. Lynch did say she would accept the recommendation of the FBI and career justice department lawyers looking at the case.
Had they come back with charges and she turned around and say, no, then there would have been hell to pay. We all would raise it! That would be the case, even if she had never ever met Clinton on his plane or otherwise. Just because she is a Democratic appointed AG, that would look bad, very bad had she refused to charge another democrat.
Sessions didn't have to recuse himself either. However, given that he had to ammend his testimony in regards to Russia. It just looks better this way. No matter the outcome, no one can say the AG's bias influenced the investigation.
