My bad, you're right, kind of. I did a little research. Manhattan ceased arresting providers for prostitution and loitering for the purpose of prostitution (streetwalking). And then the other boroughs followed along so that the policy applies to all of NYC. HOWEVER, NYC continues to arrest customers of prostitutes, and even conducts stings to entrap Johns.
This is the so called Nordic model, adopted by Sweden and Norway, and later France, by left of center parties like the Democratic Party. They rightly don't prosecute the prostitutes. But they put people like you and me in jail because the feminists in said parties wrongly believe we're sex-trafficking scum.
Rand Paul, a Republican, and Gary Johnson, an ex Republican, favor legalization of prostitution for women AND their customers, as do most libertarians.
Btw, the hobby sucks in Sweden and France. Prices are higher and the providers sparser than in other European countries. Arguably the two countries are worse than the USA. I don't know about Norway.

OK so a hooker licensing fee.
Where does a naked woman hang her license?
Will there be different rates for temporary licenses?
Do SBs need to get a license?
If a hooker licensing fee is due when money or other goods are traded for sex, does the act of giving a gal a ring require the gal to have a hooker license? As a followup on that, does getting divorced void the license?
Where will the licensed gals be allowed to "advertise"?
Do they need to list their license addresses which will cause stalkers?
Will the gals be required to wear a meter (like a NYC cab) so that correct tax is calculated?
Who pays the tax, the gal or her date?
OK, my fav just handed me a whiskey and said there's a delivery tax on that.

Trump would be the hookers' best friend, if the Republican Party would just let him. His deregulation and "no tax on tips" policy would be ideal for the business!
Speaking of which, maybe we should open a brothel and use a compensation scheme like restaurants - pay our employees dirt cheap and then they can clean up on the tips, tax free! That's good for you, good for me, good for our ladies, and good for the customers who will get better service. Winners all around!

Well, they could start by looking at the old ways of regulating it.
Here in Po'dunk, Butch Cassidy and Sundance ran a house of ill repute. And the city even licensed the women and made sure they had their medical records updated. Hell, there was a guide book for the tenderloin district.
Been done before.

In all tis back and forth, I missed something.
How would legalizing prostitution in NYC work? Just anything goes and no LE involvement?
Would there be any sort of registration and health monottering?
Would state of New York laws be applicable? How would it all be taxed, and collected? Would transactions that avoid taxation be deemed illegal and subject to prosecution?
I am guessing that green back cash would return as the preferred method of compensation.
Would the transaction be taxed on what the provider gets or what the hobbyist spends . . .or both?
