Yes, the violent crime rate among blacks, both as offenders and victims, is somewhat higher than whites. Why is that? Nathan Nunn has done a lot of work on this. It shows that places with a history of slavery and oppression, like the southern USA and much of the Caribbean, Latin America, and Africa have higher homicide rates. You compare countries in Africa where there was no slavery and they have low homicide rates. Same for Latin America where the indigenous people weren't essentially slaves, in places like Chile, Argentina and Uruguay.
