Default Who Pays the Tariffs?

Trump's recent threats regarding Greenland include increased tariffs on NATO countries. A 10% increase will be implemented if there is not agreement to let the US buy Greenland by February 1 and then a 25% increase if the deal isn't agreed to and finalized by June 1.

Trump said foreign countries pay the tariffs. Karoline Leavitt said the same from her podium in The White House:

This is clearly not true.

How do some people still believe tariffs are paid by foreign countries?

It cannot be argued that the US importer of the goods pays the tariffs directly to United States Customs. That is FACT, plain and simple.
The foreign manufacturer makes NO payment of tariffs to US Customs.

One can argue/discuss who ABSORBS the tariffs.

Simplified, but...
- A foreign manufacturer exporting goods to the United States can reduce their price to the importer and absorb all or part of the tariff, reducing the manufacturer's profit.

- The US importer can keep their price to their customer the same and absorb all the tariff.
Or they can pass only a part of the tariff to their customer and absorb part of the tariff.
Either reduces the importer's profit.
Or they can pass the entire tariff to their customer, maintaining their profit.

This is from the BBC article:

"What Fazio and colleagues actually found, is that the biggest influence on whether a statement was judged to be true was... whether it actually was true. The repetition effect couldn’t mask the truth. With or without repetition, people were still more likely to believe the actual facts as opposed to the lies."

Unfortunately, we have this (interestingly from 2018):

I loved when Amazon, for a short period of time, included what the tariff fee would be for items penalized as such.
