his "external deficits" referring to bonds and equities is misleading. bonds have limitations on selling them. initially you can't sell off at all for a short period after purchase based on the term of the bonds. then if you want to short sell you lose the bulk of the yield. that's not what nations buy bonds for. so they get their base principal back. then what do they do? same with equities which can be sold at any time. what do they do? invest in China and/or Russia? not likely. there's a reason nations hold US bonds and equities.

this dufus Saravelos knows or should know short term selloffs mean nothing. long term it means nothing. again, so they pull the bulk of 8 trillion. where do they put it? certainly not China or Russia. other EU nations? they already have investments each other's nations. are they gonna add 8 trillion? no because they get better overall returns in US bonds and equities.
