Capitalism is not a form of government. It is an economic system.

I suppose Socialism can be thought of as both a form of government and an economic system.

Is the government taking stakes in private companies capitalism, socialism or something else?
Yes, the gov't has taken stakes before, primarily as 'bailouts' (Chrysler, GM).
Today's trend aren't bailouts. Intel, MP Materials, US Steel (golden share)...

Latest...The United States is planning to inject $1.6 billion into Oklahoma-based miner USA Rare Earth and will receive a 10% stake in the company, the Financial Times reported on Saturday, citing people familiar with the matter.
At least in the short term. this has been rewarding for other stock holders...USA Rare Earth's stock rose almost 40% in premarket trading on Monday.
