What this is is an administrative detainment. The trump administration is targeting these people who have pending cases because they are easy to find. Then they put them in detention in an effort to get them to self deport rather than stay in jail or wait until a judge orders the deportation.

I’m not sure how you can see it any other way. There is a lot of controversy over this practice and the way it ignores certain constitutional protections against unlawful searches and detainment.
