It means the judge ALREADY "entertained" the idea of bail and DENIED it.

The judge determined that he was a "risk to the community" after considering the nature of the crime, his past criminal convictions, and that the man had past history of making threatening comments and posts about Omar.

If a 'setup', logically one would ask how much payoff it would take to convince Kazmierczak (age 56) to keep his mouth shut when he is facing one felony count of terroristic threats and one count of fifth-degree assault in Minnesota, generally punishable by a maximum of 5 years in prison, a fine of up to $10,000, or both...as well as a complaint that may result in federal indictment on a charge that typically carries a penalty of 1 to 8 years in federal prison and fines up to $10,000.
