The IP Banned thing has been happening even before that law went into effect. I feel its some anti DDOS system or something built into their board software.. its not the best. But same solution you can use to get around the ID check for accessing adult sites in TX will usually work to get around that IP ban on OH2 - VPN. i run into that error when i get on some wifi services at restaurants, sports bars ect.

Again, its not down. I got in no problem. Database error does not equal the site is down.
Now if no one can get in for a day.. then the site can be considered down.
