The conclusion from previous investigations is there were attempts by Russia to influence the 2016 election, but never rose to the level of actually doing so.
The Steele dossier was included in the report as a compromise between the CIA and FBI. It arrived at a late stage and was not verified.
The current investigation that just opened is just to stroke Trump.
Nothing will come of it

The problem with your argument is that it presumes that everyone in on the multiple investigations were all colluding together to illegally influence the election against Trump.
That of all the people involved there wasn’t anyone involved who had the integrity to blow the whistle and produce evidence of wrongdoing.
That even though no evidence of this collusion was found during the last investigation the simple fact that Trump feels like a victim is justification for this new round of investigations.
This entire process is unwarranted, unjustified, and a giant waste of taxpayer money and time. But you go ahead and let Trump and his victimhood make us a laughing stock of the world.
