I think this is the sort of thing where you have to zoom out and consider more than the immediate context. The agent that shot and killed the woman was, I believe in the past 6 months or so, involved in an incident where he ended up being dragged by a car after attempting to arrest the driver. It is also true that the woman did, in fact, strike him with her car. Was she attempting to run him over? No one can say for sure but it seems highly unlikely that was her intention. However, given what he had already been through combined with the fact that she did make contact with him, it is understandable that he would be highly sensitive to any kind of assault involving a vehicle. Was it a good shoot? No I don't think it was. I think the trauma of his recent experience caused him to respond how he did. Does that make it ok? No, it doesn't.
